Capital Improvement Committee Budget Hearing Information

The Joint Committee on Capital Improvements will convene Fiscal Year 2027 capital budget hearings beginning April 27, 2026, through April 30, 2026. Hearings will be held in the Joint Finance Committee Hearing Room, Ground Floor, Legislative Hall.

Public Comment

Members of the public may provide public comment in person or virtually through the Zoom webinar during these hearings at a designated time following each agency’s presentation.  All speakers will be limited to two minutes. Limited seating will be available for members of the public who wish to provide public comment in person in the JFC Hearing Room, with overflow space available in the cafeteria.

Those who wish to provide virtual public comment must register for the Zoom webinar by accessing the daily meeting links posted to the legislative calendar and/or public meeting calendar.

  • Upon clicking the “Register for Meeting” link, registrants will be required to enter their first name, last name, and email address. An optional question allows the registrant to list their organizational affiliation, if any. Once the registration is complete, the registrant will receive an email (to the address they registered with) that includes the Zoom link, Webinar ID, and Passcode.
  • The virtual public comment portion of the hearing typically begins after the conclusion of an agency’s presentation, an open question-and-answer period between the Committee and the presenting agency, and in-person public comment. It will be announced when the virtual public comment portion begins, and participants will need to click the “Raise Hand” button at the bottom of the Zoom webinar to be called upon. Once called upon to provide a comment, you’ll receive a notification to be unmuted. You may then unmute yourself and begin your comment.
