Section 1. Notwithstanding any other provision of law to the contrary, the General Assembly hereby approves and validates all actions taken by the Capital School District, a school district of the State of Delaware, acting by and through its Board of Education, related to the special election held on May 8, 1990 which provided the school district with the authority to issue bonds in the aggregate amount of $464,000 for the purpose of financing a school construction program.
