This Amendment removes the requirement that the State Election Commissioner mail an application to receive a voting by mail ballot to all qualified, duly registered electors. In its place, this Amendment provides for a process in which an elector files an application for a voting by mail ballot. This is the process currently used to receive an absentee ballot. This Amendment also requires the Department to make applications for voting by mail ballots available through multiple means to aide electors in obtaining an application for a voting by mail ballot.
