Mitchell DESCRIPTION: AN ACT TO AMEND TITLE 11 OF THE DELAWARE CODE RELATING TO
CERTAIN PROPERTY CRIMES.

ASSUMPTIONS:
1.
Effective
upon enactment.
2.
This
Act would increase the criminal penalties for property crimes in excess of $50,000
and $100,000 losses. The crimes would go
from the current class D through C felonies to Class E though B felonies. A class B felony carries a 2-year minimum
mandatory sentence.
3.
The
Statistical Analysis Center reviewed this Act for potential bed-space impact to
the Department of Correction. They have
estimated that there is potential of us to 6 beds, which would be phased in
over a 2-year period.
4.
The
cost of housing a Level V inmate is approximately $8,000 for medical and food
services costs. The total cost per bed
is $34,400 when staffing and debt service costs are included.
5.
The
annual operating cost (medical and food) for housing up to 6 inmates is
$48,000. The total costs (including
staffing and debt service) for 6 inmates in $206,400.
